HR Generalist

Jacobs provides field, range, testing, chemical, and biological laboratory support to the U.S. Army at the West DesertTest Center (WDTC) located at Dugway Proving Ground (DPG), UT. As a major test site for the U.S. Army Test andEvaluation Command, the WDTC is responsible for the test and evaluation of chemical and biological (CB) defensesystems, incendiary and smoke/obscuration munitions systems, and related operational concepts.

The HR Generalist will advise managers on matters regarding human resource policies and programs. This position serves as the focal point for employees and managers and carries out policies related to all phases of HR activity including but not limited to: recruiting, hiring, human resource administration, and employee relations.

Work scope may include any/all of the following duties:

  • Gain the confidence and trust of others through honesty, integrity and authenticity.

  • Support contract phase-in and integration activities, as needed.

  • Establish outreach relationships in the surrounding regions to develop a pool of future candidates.

  • Perform Applicant Tracking System activities and coordinate with Hiring Managers and Service Support Center (SSC) recruiters.

  • Ensure the appropriate recruiting strategies are in place for contract vacancies.

  • Prepare offer packages to ensure complete and accurate processing.

  • Assist hiring managers on position classification and compensation packages.

  • Coordinate negotiations with SSC recruiter and hiring manager.

  • Assist with New Hire On-Boarding.

  • Complete/review Employee Change Forms in electronic approval process.

  • Assist with the completion of the evaluation cycle.

  • Advise managers on human resource matters to attain positive employee relations.

  • Counsel employees and managers on issues affecting work performance and adherence to corporate policies and local and federal law.

  • Conduct internal investigations.

  • Serve as the primary point of contact for employees and managers regarding employment matters.

  • Assist with benefit inquires.

  • Act as the Primary Alcohol and Drug Control Officer:

  • Coordinate annual training for safety sensitive positions.

  • Coordinate the random drug and alcohol testing program for safety sensitive DOT and Non-DOT positions.

  • Administer onsite Rapid Urine testing for post-accidents and incidents that result in property damage.

Education and Experience:

Two years of college and 8 years of related work experience is required. Any additional relevant education may be substituted for experience.

Knowledge, skills & abilities required:

  • Have solid knowledge and experience in employment law.

  • Proficient in utilizing Microsoft office products (Word, Excel and PowerPoint).

  • Have excellent communication skills (both oral and written) and able to handle and prioritize multiple tasks/projects while being detail oriented.

  • Experience with Wage Determination/Service Contract Act, cleared facilities and Global Mobility is preferred.

Training & Certifications:

  • SHRM and/or HRCI Certification preferred.

  • Certificate of Collector Training (Alcohol and Drug Testing) required within sixty (60) days of hire.

Essential Functions

Physical Requirements:

  • Medium- Exerts up to 50 lbs. of force occasionally, up to 20 lbs. of force frequently, or up to 10 lbs. of force constantly to move objects.

Work Environment:

  • Generally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting).

  • Outside work may include various environmental conditions including warm and cold climates.

  • Needs to be able to work well with co-workers and all levels of management.

  • No hazards on job or unusual environmental conditions. Office is located on site in Government spaces at: Dugway Proving Ground, UT.

Equipment and Machines:

  • Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.


  • Regular hours will be between Monday-Thursday 7:00 a.m. – 5:30 p.m. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings.

  • Punctuality and regular attendance are necessary to meet deadlines.

  • Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions:

  • Must demonstrate professional behavior at all times when dealing with customers, management and co-workers.

  • Must have clear, concise and accurate communications skills in English, both verbal and written.

  • Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others.

  • Must maintain a positive work atmosphere by behaving and communicating in a professional manner.

  • Independent personal transportation to office or work site is required.

  • Travel to and from customer’s locations and the test fields may be required to support projects.

  • This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary.

  • When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
